While participating the International Programme on Inclusive Banking and Finance in India under the ITEC program in early March 2024, I had the experience of conducting secure payment transactions using biometric authentication (fingerprint scanning) without using smart devices or bank cards. At that moment, I desired to propose an initiative to the Vietnamese government to promote digital banking activities in the current digital transformation context. The initiative involves integrating all data related to the financial and banking transactions of each individual into the national population database system of Vietnam.

Specifically, when individuals conduct financial transactions (payments, savings, transfers, loans, etc.), biometric authentication technologies, along with data scanning and cross-referencing with information from citizens' identity cards or chip-embedded identity cards, can quickly identify individuals' "national IDs" and directly store these transactions in the commercial bank's database, Credit Information Center (CIC), as well as the National Population Database system. Implementing these technologies allows people to engage in financial transactions easily, thereby enabling financial institutions to have a database of financial transactions for evaluating and ranking customers, even if they do not use a bank account. Consequently, it facilitates customer’s ability to access financial services.

To achieve this, I believe that the government, ministries, and other agencies need to invest more in developing high-quality human resources, enhancing the digital capabilities of the core workforce, and approaching the implementation solutions outlined in the "National Digital Transformation Program by 2025, with a Vision towards 2030.
