Conference on ‘Opportunities and Efforts of India and Vietnam in Digital Transformation’

A Conference titled ‘Opportunities and Efforts of India and Vietnam in Digital Transformation’ was co-organized by the Embassy of India and Ho Chi Minh National Academy of Politics (HCMA), in Hanoi, on 30 January 2026. 

  1. The Conference, witnessed participation of approximately 200 Vietnamese scholars and enthusiast academics. Shri P. Kumaran, Secretary (East), Ministry of External Affairs, delivered a keynote address at the Conference highlighting the strides made by India in the digital transformation domain as well as enumerated the potential areas of cooperation between India and Vietnam in this important field. H.E. Dr. Le Hai Binh, Vice President of the HCMA, also made remarks at the Conference, echoing Secretary(East)’s views on the potential cooperation between India and Vietnam. He also thanked the Embassy of India for convening this timely and useful Conference.

  2. The Conference was categorized into three panels viz.
  3.   From strategic vision to collaborative practices;
  4. Sharing perspectives on Artificial Intelligence;

iii. Next generation and sustainable technologies;

  1. In the first panel, Vietnamese scholars shared their views on Vietnam’s imprints in the global AI development; roadmap, and prospects of Vietnam. Shri Amit Shukla, Joint Secretary (Cyber Diplomacy), MEA, speaking at the panel, gave an overview of the ongoing efforts in the United Nations in Cyber Security domain and also spoke on the AI paradigm.

  2. In the second panel, which was curated as the AI Impact Pre-Summit event, Shri Sumit Srivastava, Joint Secretary, Ministry of Electronics and Information Technology, briefed the gathering on the AI Impact Summit in India in February 2026, updated on the 7 Chakras of the AI Summit and elaborated on how these focus areas resonate with aspirations of Vietnam. In the same panel, Vietnamese policy practitioners gave an overview on the recommendations of training and capacity building to fuel the 4.0 industrial revolution.

  3. In the third panel, Shri Anubhav Sharma, Deputy General of Business Development and Partnerships, NPCI International Payments Limited (NIPL) presented India’s digital payments system success story, shared experiences on how promoting technology supports financial impulsions, incubators and innovation centres, and recommended policies for India-Vietnam cooperation in the coming times. At the same panel, Vietnamese scholars delved into Cyber Security strategy being adopted for its critical infrastructure and the India-Vietnam bilateral cooperation for developing green data centres, as also sustainable waste management. Panel discussions were followed by interactive Q&A.

  4. The Conference provided an opportunity for both, India and Vietnam, to take stock of its ongoing bilateral cooperation in the digital sphere and underlined the need for both to cooperate further and closer in the coming years. The Conference was also an opportunity for both sides to mark commencing of the 10 years of the India-Vietnam Comprehensive Partnership (2016-2026) and reinforce efforts being undertaken by both sides to prepare for a strong, future-oriented friendship.
