BIRTH REGISTRATION AND ISSUE OF FIRST PASSPORT

FIRST STEP 

1. 1. Please visit  https://indiancitizenshiponline.nic.in/ then select “Registration of birth of a minor child at an Indian Consulate Under section 4(1) of the Citizenship Act, 1955” to apply online the registration of birth for your newborn child.
2. 2. Provide Personal details to the Registration Form and upload Photo/Documents (note: photos are in JPG format with maximum 20Kb and documents in PDF format with maximum 1Mb each)
3. 3. Photos: portrait photo and signature photo. Your application is then successfully submitted to the Ministry of Home Affairs (MHA), you can download your MHA File Number which can be used to take hardcopy of the application and for all future correspondence.
4. 4. Documents: birth certificate (birth notice issued by Hospital/ Giấy chứng sinh), passports of parents (combined) and marriage certificate

SECOND STEP
FOR BIRTH CERTIFICATE ISSUANCE FROM THE EMBASSY 

Please follow link: https://indianconsularservices.mea.gov.in/consularServices/ to apply for online services (Birth Certificate in this case) and upload required documents. 

Once all the documents are scrutinized and approved, print out the application form, book an online appointment and bring all the hard copies of uploaded documents to the Embassy (Parents’ passport copies, Birth notice issued by Hospital, Marriage Certificate). All documents not in English have to be translated and notarized before submitted to the Embassy.

Note:

1. 1. After final submission to MHA, the applicants are required to upload their relevant supporting documents before taking print out.
2. 2. After uploading of documents, print application button will be enabling. Application can then generate hard copy of online submitted application by clicking on “Print Application” button.
3. 3. Applicants can now submit your applications to the Embassy for Indian BIRTH CERTIFICATE and then apply for fresh passport (minor).

 PASSPORT FOR NEWBORNS

1. 1. Printed copy of your Online Registration Form taken from the Portal https://mportal.passportindia.gov.in/mission/  
2. 2. Application:

• . Duly filled in copy of Passport Application Form with uploaded Photograph and Signature/Left Thumb impression as per ICAO guidelines.;
• . Photocopy of Parents’ Passports (first, last page) including the Emigration Check Required page (if any) + self-attested;
• . Photocopies of Parents’ Vietnam Temp. Resident Card (or visa), Work Permit;
• . Proof of parents’ identification (photocopy of Aadhaar or PAN or Election Commission of India cards);
• . Proof of Parent’s marriage registration;

Note – Photographs should be in compliance with the latest ICAO guidelines. It is mandatory for the applicant/parents to upload both photograph and signature (of the applicant).
